PARACHUTE RIGGER REGULATIONS

1 General provisions

A parachute rigger is a highly skilled, certificated specialist, authorized to pack main and reserved parachutes, assemble parachute systems, carry out replacement of parts within a parachute system, alter, maintain, accomplish modifications according to technical bulletins of the works, execute a corresponding documentation, and also to train skydivers for packing and operating parachute systems manufactured by OJSC “Polyot" Ivanovo parachute works. This person is certificated by the developer of parachute equipment – OJSC "Polyot" Ivanovo parachute works as a rigger of this particular company.

For this purpose training is organized and rigger certification is conducted. A certification commission consisting of the specialists of the company is entitled to certify a rigger. After successful testing an applicant is given a rigger certificate of OJSC "Polyot" and a rigger’s logbook (if certificated for the first time), signed by the chairman of the certification commission, and a seal with an identifying mark.
OJSC "Polyot" keeps a record of its certificated riggers. All related documents (a copy of passport, an information of a number of parachutes packed, results of written and practical tests, a copy of rigger’s logbook, a copy of rigger certificate) are affiled in the company.
A rigger certificate of OJSC "Polyot" enables a rigger to pack and maintain only parachutes manufactured by this company.
According to their ratings, riggers are divided into "Senior” and "Master” riggers.

2 Parachute rigger certificate requirements

To be eligible for OJSC “Polyot” Rigger certificate a person must:
1) be at least 18 years of age
2) comply with the sections of this provisions that apply to the certificate and type rating he seeks;
3) to pass training in “Polyot” and pass tests in accordance with Rigger certification program № 95-06- 3.

3. Senior parachute rigger certificate: experience, knowledge and skill requirements

An applicant for OJSC “Polyot” Senior rigger certificate must meet the following requirements:
A) present evidence satisfactory to OJSC “Polyot” certification commission that he has packed at least 20 parachutes of the type for which he seeks a rating, in accordance with manufacturer’s instructions and technical manual and under the supervision of an authorized person. This evidence must be presented in the form of a rigger’s logbook or certificate (refer to Appendix 1)
B) pass a written test showing his knowledge of:
parachutes construction, packing and operating in accordance with a technical manual and operating instructions;
medium repair manual 24872-91 PC;
regulations of these provisions.
C) pass oral and practical tests showing his ability to pack and maintain parachutes, appropriate to the type ratings he seeks.

4 Master rigger certificate: experience, knowledge and skill requirements

An applicant for OJSC “Polyot” Master rigger certificate must meet the following requirements:
A) present evidence satisfactory to the certification commission that he has had at least 3 years of experience as a parachute rigger and has satisfactory packed at least 100 parachutes, appropriate to the type ratings he seeks in accordance with the manufacturer’s instructions and under the supervision of an authorized person (refer to Appendix 1).
B) pass a written test, to the satisfaction of the commission, showing his knowledge of:
parachutes construction, packing and operating in accordance with a technical description and operating instructions;
medium repair manual 24872-91 PC;
the regulations of these provisions.
C) pass an oral and practical test showing his ability to pack and maintain parachutes, appropriate to the type ratings he seeks.

5 Rights and responsibilities

5.1 A certificated senior rigger is enable to pack, maintain and perform routine repair (according to medium repair manual 24872-91 PC) of any type of parachute for which he is rated.
5.2 A certificated master rigger is enable to:
pack, maintain and perform routine and medium repairs (according to medium repair manual 24872-91 PC) of any type of parachute for which he is rated.
supervise other persons in packing and maintaining of any type of parachute for which the certificated rigger is rated.
5.3 if packing or maintenance is performed by other persons under supervision of a Master rigger, he seals the pack with his seal and puts his signature. The rigger bears full responsibility for packing and maintenance performed under his supervision.
5.4 No certificated rigger may:
a) pack, maintain or alter any type of parachute unless he is not rated for this type;
b) pack a parachute that is not safe for operation;
c) pack a parachute that has not been thoroughly dried and aired;
d) alter a parachute in a manner that is not specifically authorized by OJSC “Polyot”;
f) pack, maintain, or alter a parachute in any manner that deviates from procedures approved by OJSC “Polyot”.
5.5 A certificated rigger may not exercise the privileges of his certificate and type rating unless he has:
1) performed duties under his certificate for at least 90 days;
2) shown an authorized person of OJSC “Polyot” that he is able to perform those duties.

6 Facilities and equipment

6.1 No certificated parachute rigger may exercise the privileges of his certificate unless he has at least the following facilities and equipment available to him:
enough packing tools and other equipment to pack, maintain, dry and air parachutes;
adequate housing facilities to perform his duties and protect his tools and equipment.
6.2 OJSC "Polyot" has a right to check for availability of necessary equipment, tools and facilities at rigger’s disposal. A rigger must present equipment, tools and facilities at the request of authorized representative of OJSC “Polyot”.

7 Records

7.1 Each certificated rigger must keep a record of packing, maintenance and alteration of parachutes performed by him in parachute data card. He must sign the record with his name and the number of his certificate.
7.2 Each certificated rigger must keep a record of each parachute packed, maintained or altered in the Rigger’s logbook. A rigger confirms by his signature each form of the works performed. Packing is certified by a signature of a Master rigger of OJSC "Polyot" or authorized person of an organization which operates the parachute equipment. The accomplishment of other works is certified by the signature of the owner of a parachute system.
7.3 A certificated rigger must keep constant recording of packing, maintenance and alteration of parachutes performed by him.

8 sealing

Each certificated rigger must have a seal with an identifying mark approved by OJSC "Polyot" Ivanovo parachute works. After packing a parachute he shall seal the pack with his seal in accordance with manufacturer’s recommendations
